The balance are secular Letters sent to the Polish government lobbying on behalf of the Jewish community, including: Opposition to State certification of the Rabbinate, opposition to local community (secular) control of Shechitah, provisions for kosher food for soldiers and Shabbat observance by Jews working for the State. The final two Letters are eulogies on the Chafetz Chayim.
